ANCOM launches consultation on the future use of radio frequencies in the 2300-2335 MHz sub-band

ANCOM launches a preliminary public consultation on the possibility of allocating the 2300-2335 MHz sub-band for broadband wireless electronic communications services. The industry’s answers will contribute to substantiating the Authority's decision on the use of the radio frequencies in this sub-band and on the need to amend the National Table of Frequency Allocations (NTFA) to reflect the respective use.
The 2300 MHz band
The 2300-2400 MHz band (the 2300 MHz band), including the 2300-2335 MHz sub-band, is globally - in all three Regions of the International Telecommunication Union (ITU) - identified for implementing IMT (International Mobile Telecommunications) systems, in accordance with the ITU Radio Regulations in force. This identification does not preclude the use of this frequency band by any application of other services to which it is allocated, according to the NTFA. Although the 2300 MHz band is not harmonized at EU level for terrestrial systems capable of providing wireless broadband electronic communications services, it is heavily used for mobile broadband worldwide, especially in the Asia-Pacific telecommunications region (Region 3 of the ITU), with substantial deployments of IMT systems in countries such as India, China, Indonesia, which has led to the development and expansion of the radio equipment ecosystem for the 2300 MHz band.
There has been growing interest in the 2300 MHz band in Europe, and some European countries have already awarded or are planning to award usage rights in the respective band for mobile broadband communications in the near future.
The current regulatory framework in Romania does not allow the use of the 2300-2335 MHz sub-band for the provision of public electronic communications networks and services using wireless broadband electronic communications networks, as the NTFA allows its use for MMDS applications (in rural areas only), and for PMSE applications (especially mobile or portable wireless cameras and temporary video links), ultra-wideband applications and amateur applications (on a secondary basis).
ANCOM’s questionnaire
In its preliminary analysis on the appropriateness of designating and allocating the 2300-2335 MHz sub-band (2300-2400 MHz band) for broadband wireless electronic communications networks, ANCOM proposes to take into account the relevant information regarding the following criteria:
·       the degree of harmonization of the 2300 MHz frequency band at international/European level;
·       the availability of equipment in the above-mentioned band;
·       the technical characteristics of the band;
·       the status of awarding usage rights in the 2300 MHz band in Europe;
·       the availability of spectrum in the 2300-2335 MHz sub-band in Romania, taking into account the existing applications in the same sub-band or in the adjacent sub-bands, with which the new networks must coexist.
The Authority aims at collecting the views of the interested parties on the need and opportunity of designating, allocating and awarding the 2300-2335 MHz sub-band for MFCN (mobile/fixed communications networks) and of limiting the number of usage rights/licenses, on the area of providing the network(s), on the period of validity of the rights, on the coverage obligations associated with the licenses, on the procedure for granting the usage rights and on the licence fee.
