ANCOM EMF measurements results, fully available on www.monitor-emf.ro

ANCOM has launched a new version of the www.monitor-emf.ro platform, where all those interested can view the results of the measurements on the electromagnetic field level generated by the antennas used in the frequency bands up to 7 GHz (radio-TV, Wi-Fi, all mobile telephony bands, including those currently used for 5G etc). “The Monitor-EMF platform, where users could so far consult only the results of the radiation level measured with the 150 fixed sensors placed by ANCOM in certain urban areas with intense traffic, has been redesigned, internally developed and updated with the results of the more than 20 thousand measurements completed up to now with portable equipment on various points across the country. The public has now easy access to the information on the electromagnetic field levels registered in Romania by means of a single and permanently updated source, those interested being inclusively able to analyse their variations in time”, Mr. Cristin Popa, Director of the ANCOM Monitoring and Control Executive Division said during an event organized at the ANCOM Telecommunication Museum exhibited at Sun Plaza on the occasion of the World Telecommunication Day.

By updating the platform, ANCOM makes available to the users an objective tool where they can consult the results obtained from the permanent measurements of the electromagnetic field by means of the EMF fixed sensors, as well as the results of the measurements made within the ANCOM annual campaigns with portable equipment for measuring the electromagnetic field against the reference levels.

For each measurement, the www.monitor-emf.ro website specifies the location, period and level of exposure to the electromagnetic field registered at the time of measurement and then the percentage within the maximum reference level set by the legal framework in force is calculated.

Measurements are carried in public spaces, near which there are multiple sources of electromagnetic field. To date, all measurements performed by ANCOM with both types of equipment have not revealed exceedances of the limits provided by the national legislation.

The section of the map dedicated to the measurements performed with the fixed sensors offers details on the results of the measurements made by the 150 broadband monitoring fixed sensors located in Bucharest and in another 103 cities across the country, in the public spaces in the proximity of which there are multiple sources of radio emissions - schools, university centres, public squares etc. The sensors are operating continuously, transmitting the results to the information platform once every 24 hours. Thus, for each sensor, the users can consult the results for the last 3 days, last 3 months or last year, and can download them in a PNG format.

For measurement, each sensor uses a triaxial isotropic probe for measuring the intensity of the electric field in four frequency bands - 100 kHz - 7 GHz, 925 MHz - 960 MHz, 1805 MHz - 1880 MHz and 2110 MHz - 2170 MHz.

In this section of the interactive map, one can consult the results of the measurements performed during the ANCOM annual campaigns by means of the national autonomous system for measuring the electromagnetic field. The webpage contains the results of the 20,541 measurements ANCOM has made since 2012 up to now and will continue to be permanently updated.

Measurements have been carried with portable equipment specialized on a frequency broad band ranging between 9 KHz and 6 GHz, with triaxial measurement antennas installed at 1.5 m height from the ground, the results being mediated on six minutes time intervals and afterwards compared to the reference levels.

Regulations and attributions

In Romania, the exposure to the electromagnetic field is regulated by the law, according to the practices adopted in the European Union. Thus, the Order of the minister of public health no. 1193/2006 on approving the Norms on the limitation of exposure of the general population to electromagnetic fields from 0 Hz to 300 GHz is based on the Recommendation 1999/519/EC on the limitation of exposure of the general public to electromagnetic fields (0 Hz to 300 GHz), a reference document for all the EU Member States, endorsed by the International Commission on Non-Ionising Radiation Protection (ICNIRP).

In this context, the institutions under the subordination of the Ministry of Health, such as the National Institute of Public Health, are the entities able to interpret the results of the ANCOM EMF measurements from the perspective of public health. According to its legal attributions, ANCOM’s task is to analyse and technically check the use of the radio frequencies for ensuring the radioelectric compatibility between the authorised radiocommunication stations and networks and to prevent the occurrence of harmful interferences on the radio spectrum with non-governmental use.

17 May – World Telecommunication Day

During the exhibition at Sun Plaza, the World Telecommunication Day was also celebrated. 17 May was declared World Telecommunication and Information Society Day 156 years ago when the first International Telegraph Convention was signed in Paris, on 17 May 1865, and the International Telecommunication Union (ITU) was created. Romania has been an ITU member state ever since 1866 and currently is a member in the ITU Council, holding its seventh consecutive mandate in the management structure of this international body.
