More than 6.1 million numbers ported in 11 years

“In the 11 years since the introduction of number portability, the service offering the users the freedom to choose the offer that suits best their needs without having to change their telephone number, more than 6,1 million users ported their numbers. In 2019, over 750,000 telephone numbers were ported, of which 700,000 were mobile”,Mr. Sorin Grindeanu, the president of ANCOM, said.
11 years of portability
From 21 October 2008 - the day when this service was launched - and until 21 October 2019, a total of 6,136,162 numbers were ported, 5,306,735 mobile and 829,427 fixed numbers. From the beginning of this year and up until now, 756,732 phone numbers were ported, of which 703,608 mobile and 53,124 fixed.
During 1 January – 21 October 2019, RCS&RDS acquired through porting 261,907 mobile telephone numbers, followed by Orange with 139,197 numbers, Telekom Romania Communications with 118,402 numbers, Vodafone with 105,442 numbers and Telekom Romania Mobile Communications with 78,639 ported numbers.

Top of providers that acquired the most numbers on their network – fixed telephony
In 2019, RCS&RDS acquired most numbers upon porting – 30,568, followed by Orange (8,560), Vodafone (6,505), UPC (4,304), GTS Telekom (857) and Telekom Romania Communications (706).

Users’ complaints
Since the beginning of 2019, ANCOM received 287 complaints from the users regarding the porting process. The main issues concerned certain failures occurred during the process such as the cancellation of the porting process, the non-observance of the porting terms or the impossibility to receive, to the ported numbers, calls originated on certain networks.
Useful information
Many of the users that turned to ANCOM this year requested the cancellation of the porting process. ANCOM is not however in the position to cancel a porting process, the parties involved in the porting process - the operator and the customer - being the only entities that can undertake such action. A porting process may be cancelled by submitting a cancellation request to the provider on whose network the number was intended to be ported (acceptor provider) and the cancellation can be operated only by the holder of the service supply contract or by the respective legal representative. The cancellation request may be submitted no later than 24 hours before the initially established porting completion moment. Upon the user’s submission of the porting cancellation request, according to the legal provisions, the acceptor provider feeds this request into the centralised database, and the donor provider confirms the cancellation of the porting process.
It is important to bear in mind that the porting of a telephone numbers entails the implicit termination of the contract concluded with the donor provider, but it does not lead to the cancellation of the users’ obligations deriving from this contract, such as the payment of penalties for early contract termination before the expiry of the initial minimum period (12 or 24 months). Therefore, before requesting the porting of a number, the users are advised to verify the contract concluded with the provider whose network they want to leave to see whether the initial minimum contract period has expired and what other payment obligations they have.
